Who may be a subscriber of “Azercell”?

Who may be a subscriber of “Azercell”?

1. All physical persons who have reached the age of 18 (citizens of the Republic of Azerbaijan, foreigners, stateless persons).

2. Citizens at the age of 16-18:

  • persons working under an employment contract must submit an official reference from an employer;
  • persons engaged in entrepreneurship must submit a certificate of business registration (certificate on issuance of Taxpayer Identification Number (TIN));
  • citizens married before the age of 18 must submit a marriage certificate (along with an identity card with a relevant record of marital status);
  • in other cases, a notarized official consent of parents or guardians must be provided (see note 3).

3. Individuals aged from 16 to 18 can conclude a subscription agreement only with the consent of their legal representatives (a parent or parents) or official guardian (except for the cases stated in note 2). To that end, a notarized official approval must be submitted.

4. Identification cards of the citizens of the Republic of Azerbaijan are changed when they reach the age of 16, 25, 35, 50. The validity of the identity card submitted by the Subscriber will be checked and only unexpired documents will be accepted.

5. Legal entities and organizations equal to legal entities operating in the territory of the Republic of Azerbaijan may become subscribers within the framework of communication services provided by Azercell Telecom LLC.

List of required documents to become Azercell subscriber:

  1. Physical persons:

1.1 Citizens of the Republic of Azerbaijan may submit one of the following documents:

1.1.1. ID card of the citizen of the Azerbaijan Republic (see: note1) must be submitted;

1.1.2. Individuals aged 16-18 must submit an Identity Card and notarized official approval of their parents (or official guardian);(see also: Part 1)

1.1.3. Temporary ID card of the citizen of the Azerbaijan Republic;

Note 1: The validity of all the documents submitted by Physical persons will be checked and accepted according to their validity term (unexpired documents).

1.2 Foreign citizens:

1.2. Foreigners may submit one of the following documents (Postpaid line numbers):

1.2.1. Foreign citizen's passport of the relevant foreign country (this does not include a document used within that country) and a temporary residence permit in the territory of the Republic of Azerbaijan, including a letter of guarantee (see: note2) issued by a bank or any legal entity (provided a copy of the extract from the state register of legal entities).

1.2.2. Foreign citizen's passport of the relevant foreign country (this does not include a document used within that country) and a permanent residence permit in the territory of the Republic of Azerbaijan, including a letter of guarantee (see: note2) issued by a bank or any legal entity (provided a copy of the extract from the state register of legal entities).

Note 2: If the relevant letter of guarantee is not provided - even if the number is used in the AFX system, the number is not assigned a credit limit. If this status does not satisfy the subscriber, he / she may provide a credit limit increase for the number used by paying a certain amount for the advance account of the number, or providing a guarantee letter on the relevant amount from the bank where the active account is held.

Foreigners citizens may submit one of the following documents (Prepaid line numbers).

1.3.1. Temporary residence permit in the territory of the Republic of Azerbaijan.

1.3.2. Permanent residence permit in the territory of the Republic of Azerbaijan.

1.3.3. Passport of a citizen of the respective foreign country (the document used inside that country is not meant).

1.3 Stateless persons:

1.3.1. Stateless persons permanently residing in the Republic of Azerbaijan after reaching the age of 16 must provide an Identity card (with an unexpired validity period) intended for use within the borders of the Republic of Azerbaijan. Instead of this document, a temporary or permanent residence permit (unexpired) in the territory of the Republic of Azerbaijan may be submitted.

However, if the stateless person is under the age of 18 (16-18 years old), then, like other citizens, additional documents are required: see notes 2,3,4.

  1. Legal Entities:

2.1. Commercial legal entities (including branches and representative offices of the legal entity):

2.1.1. Copy of the extract from the state register of commercial legal entities (see: notes 3 and 4);

2.1.2. Copy of a certificate of business registration of a commercial legal entity (certificate on issuance of Taxpayer Identification Number (TIN)) (not necessary);

2.1.3. Power of Attorney provided to authorised person by a legal representative to act on behalf of a legal entity and a card identifying the personality of the authorised person.

2.1.4. Seal of a legal entity (see: note5);

2.1.5. Official reference or official letter about Bank details of a legal entity (not necessary);

2.1.6. Information on the state register of a commercial entity related to a legal entity is obtained from Internet resources belonging to official state bodies (State Tax Service of the Republic of Azerbaijan), printed and attached to documents.

Note 3: If a legal entity is exempt from VAT or VAT should be included with the Zero Interest Rate, copies of the relevant documents must be submitted (not required for Prepaid Line Subscribers).

Note 4: If a commercial legal entity is registered electronically, its documents shall be in electronic form (there is no stamp on the e-statement and no space for it). When applying to the Azercell Exclusive offices to obtain a number for a commercial legal entity, an extract in the relevant e-form shall be printed and submitted. In such cases, the information specified in note 2.1.6 is obtained, compared with the relevant information on the extract from the register, checked that the information coincides, and if no discrepancies are revealed, it can be accepted for execution.

Note 5: If the Contract is signed by the head of the legal entity - the seal is stamped, the name, surname, patronymic name as well as the position of the head of a legal entity are indicated and the signature is put by the head of the legal entity. In this case, a copy of the document confirming the respective position of the head of LE (extract from the register) and a document confirming the identity of the person must be obligatorily submitted as an additional document. In other cases, the seal of the legal entity who receives the number is not required and only the signature of the person authorised on the power of attorney is required.

2.2. Non-commercial Legal Entities:

2.2.1. All the documents listed above in note 2.1 (except for 2.1.6.).

  1. Banks:

3.1. Documents referring to legal entities and indicated in note 2.1.

  1. Embassies, Representations, Consulates of Foreign Countries:

4.1. Copy of a certificate on issuance of Taxpayer Identification Number (TIN);

4.2. Power of Attorney issued to an authorised representative by Embassy, Representation, Consulate.

4.3. Copy of notification on application of 0 % VAT (provided by the Ministry of Foreign Affairs of the Republic of Azerbaijan) (if any) (not required for Prepaid Line numbers) (see: note6).

4.4. Seal of Embassy, Representation, Consulate (see: note5).   

4.5. Official reference or official letter about Bank details (not necessary).

  1. International Organizations:

5.1. Copy of a certificate on issuance of Taxpayer Identification Number (TIN).

5.2. Power of Attorney provided to authorised person by international organization to act on behalf of an international organization and a card identifying the personality of the authorised person.

5.3. Copy of notification on application of 0 % VAT (provided by the Ministry of Foreign Affairs of the Republic of Azerbaijan) (if any) (not required for Prepaid Line numbers) (see: note 5).

5.4. Seal of the International Organization (see: note 5).

5.5. Official reference or official letter about Bank details (not necessary).

Note 6: A copy of the contract (decision) confirming its activity (registered by the Ministry of Justice of the Republic of Azerbaijan in relation to non-commercial legal entities,  the State Committee for Work with Religious Organizations of the Republic of Azerbaijan in relation to religious organizations and institutions, the Ministry of Economic Development of the Republic of Azerbaijan in relation to commercial legal entities)  based on gratuitous financial support (grant) and a written application (letter) on the VAT zero interest rate for the provision of services by Azercell Telecom LLC must be submitted.  

In case the requirements of the legislation are not met, the VAT is applied appropriately for the services rendered by Azercell Telecom LLC by considering notes 4.2. and 5.2. and those set out in note 3 and note 6.

  1. State agencies:

6.1.  Copy of a certificate on issuance of Taxpayer Identification Number (TIN);

6.2. Other documents to be required from legal entities (except for notes 2.1.1 and 2.1.6).

  1. Individual Entrepreneurs:

7.1. Citizens of the Republic of Azerbaijan:

7.1.1. ID card of the citizen of the Azerbaijan Republic (see: note1) must be submitted;

7.1.2. Copy of a certificate on issuance of Taxpayer Identification Number (TIN).

7.2. Foreign citizens:

7.2.1. Foreign citizenship passport (the document used within country is not meant) and a permanent or temporary residence permit in the territory of the Republic of Azerbaijan (unexpired);

7.2.2.  Copy of a certificate on issuance of Taxpayer Identification Number (TIN);

7.3. Stateless persons:

7.3.1. Identity card of the stateless person permanently or temporary residing in the Republic of Azerbaijan after reaching the age of 16 for use within the borders of the Republic of Azerbaijan (unexpired).

7.3.2. Copy of a certificate on issuance of Taxpayer Identification Number (TIN);
