7.1.3. A Subscriber wishing to join the Lottery must join through the Organizer's official digital channels — the Azercell mobile application or by sending a keyword SMS to the short number — and confirm familiarity with and consent to the Terms.

7.1.4. Only Prepaid and Postpaid line subscribers registered in the name of a natural person may participate in the Lottery. Numbers registered in the name of a legal entity are not granted the right to participate in the Lottery.

7.1.5. Participation chances are formed only for Subscribers whose account is active and not blocked due to debt or other reasons. Transactions carried out by a Subscriber during a period in which their account is blocked do not create a participation chance.

7.2. Persons Excluded from Participation in the Lottery

7.2.1. The following persons may not participate in the Lottery:

Employees of the Organizer. Close family members of the Organizer's employees (spouse, parents, children, siblings). People involved in the organization or conduct of the Lottery, including relevant employees of contractor and partner companies engaged in the technical support of the Lottery. Persons subject to other restrictions established by law or by these Terms.

7.2.2. If a person belonging to the above categories accidentally obtains a participation chance in the Lottery, the Organizer must consider such chances invalid and exclude that person from the Lottery.

7.3. Formation of Participation Chances for the Prepaid Segment

7.3.1. Participation chances are formed as a result of the Subscriber's paid use of the Organizer's relevant services and products during the Lottery period:

A balance top-up transaction of AZN 5 (five) or more creates a participation chance; top-up transactions of less than AZN 5 do not create a participation chance. Spending: a Subscriber's paid spending on the Organizer's products and services; payments of more than AZN 5 will create a double chance. The purchase of selected products and minute packages determined by the Organizer creates additional participation chances. Completion of certain weekly tasks announced creates additional participation chances.

7.3.2. The procedure for calculating participation chances, the list of products and services included and excluded from scope, the weekly tasks, and their conditions are reflected in the Organizer's mobile application and are considered an integral part of these Terms.

7.3.3. The number of participation chances a Subscriber may obtain is not limited and increases in proportion to the volume of the Subscriber's relevant transactions.

7.3.4. The calculation of participation chances will be carried out by considering the rounding rule for fractional numbers established by the Organizer.

7.4. Formation of Participation Chances for the Postpaid Segment

7.4.1. Participation chances are formed as a result of the Subscriber's paid use of the Organizer's relevant services during the Lottery period, from the following sources:

Balance top-up: a top-up transaction of AZN 5 (five) or more creates a participation chance; top-up transactions of less than AZN 5 do not create a participation chance. Spending: paid spending arising from the Subscriber's use of services within scope for the relevant billing period creates a participation chance; depending on the amount spent, a multiplication factor of up to 5 (five) times, as determined by the Organizer, may be applied to the participation chance. The purchase of minute packages determined by the Organizer creates additional participation chances.

7.4.2. The procedure for calculating participation chances for all sources indicated in clause 7.4.1 of these Terms (including balance top-up, spending, and minute packages), the procedure for applying multiplication factors, and the list of ticket packages are published on the Organizer's official website (www.azercell.com) and are considered an integral part of these Terms.

7.4.3. Participation chances are activated only after the invoice for the relevant period has been paid in full; if the invoice is not paid in full, chances for that billing period (including those formed through balance top-up, spending, and minute packages) are not formed and do not participate in the draws.

7.4.4. The weekly task mechanism does not apply to the Postpaid segment; participation chances are formed only based on the sources indicated in clause 7.4.1 of these Terms.

7.4.5. The calculation of participation chances will be carried out by considering the rounding rule for fractional numbers established by the Organizer.

7.5. Services That Do Not Create a Participation Chance (Exceptions)

7.5.1. Payments made for the following services do not create a participation chance: payments for selected partner services, charitable and donation payments, balance transfers, payments for credit services, and other exception services determined by the Organizer. The full list of exception services is published on the official website.

7.5.2. Balance top-ups (adjustments) and refunded amounts made by the Organizer are in no case considered a balance top-up or spending and do not create a participation chance. Participation chances already calculated may be cancelled in relation to refunded transactions.

7.6. Formation and Recording of Electronic Lottery Tickets and Ministry Access to the System

7.6.1. For each participation chance, the Organizer's information system automatically generates an electronic lottery ticket with a unique identification number.

7.6.2. Electronic lottery tickets are recorded within the system in chronological order, and before each draw, a list of all valid electronic lottery tickets to participate in that draw is formed.

7.6.3. In accordance with clause 6.5 of the Rules, the Organizer may provide the Ministry with direct read-only access to its information system (admin panel). This access allows the Ministry to search by the name and form of the Lottery, the draw number, the date the prize fund is drawn, the identification number of the lottery ticket, and the personal data indicated in clause 6.3 of the Rules.

7.7. Procedure for Conducting Draws for the Prepaid Segment

7.7.1. A total of 8 (eight) draws is held for the Prepaid segment — on 27 October, 3, 11, 17, and 24 November, and 1, 8, and 15 December 2026.

7.7.2. Toyota Corolla Cross: at each draw, 1 (one) winner is determined from among all participation chances formed during the 7-day period from the previous draw (for the first draw — from 19 October 2026) until the date of the given draw. A total of 8 (eight) Toyota Corolla Cross prizes is distributed across all 8 draws.

7.7.3. iPhone 17 Pro 256GB: at the same draw, a separate winner is determined for each calendar day starting from 19 October 2026; this selection is made only from among participation chances formed on that specific day, and chances formed on previous or subsequent days do not participate in determining that day's iPhone winner. A total of 58 (fifty-eight) iPhone 17 Pro 256GB prizes are distributed over the entire period (19 October – 15 December 2026).

7.8. Procedure for Conducting Draws for the Postpaid Segment

7.10.2. The selection process is carried out in accordance with the principles of impartiality and transparency, and every valid electronic lottery ticket has an equal chance of winning.

7.10.3. The results of each draw are recorded in a protocol by the Organizer and may, where necessary, be submitted to the Ministry.

7.11. Rules for Excluding an Electronic Lottery Ticket after Winning

7.11.1. Each electronic lottery ticket may be selected as a winner only once during the Lottery campaign. An electronic lottery ticket selected as a winner in one draw does not participate again in any subsequent draw (including the Final Mega Draw).

7.11.2. This restriction applies to the specific electronic lottery ticket, not to the Participant. Different electronic lottery tickets belonging to a single Subscriber may be selected as winners in separate draws; for this reason, a single Subscriber may win several times, with different electronic lottery tickets, and different prizes, during the Lottery campaign.

7.11.3. Each draw is held only from among the electronic lottery tickets belonging to that draw that have not yet been selected as winners. Excluding electronic lottery tickets already selected as winners, all other electronic lottery tickets of the Prepaid and Postpaid segments are combined into the Lottery's Final Mega Draw and participate in it.

7.13.2. Information about winners may be announced on the Organizer's official website and/or official communication channels (including live broadcast platforms). During the announcement, the winner's first name, last name, and mobile number (with the last two digits masked) may be published.

7.13.3. Every Subscriber who joins and participates in the Lottery is deemed to have consented to such partial disclosure.

7.14. Period for Accepting Winning Electronic Lottery Tickets

7.17. Prevention of Fraud

7.17.1. The Organizer takes the necessary technical and organizational measures to prevent any fraud, manipulation, or misuse of the system within the Lottery.

7.17.2. Chances obtained artificially (unnaturally), by exploiting system loopholes, or by other unlawful means, are considered invalid, and the people involved are excluded from the Lottery.

7.18. Right to Verify Subscriber Status and Ownership

The Organizer has the right, at any stage, to verify the Participant's Subscriber status, the registration of the mobile number in their own name, and other relevant information. If a discrepancy is found as a result of verification, the Organizer excludes the relevant Participant from the Lottery and/or refuses to deliver the gift.

Additional Information

Right of Participation

It is possible for one person to participate with several mobile numbers. In this case, each number earns its own chances as a separate participant.

Participation by one person with several numbers does not mean that person can win only once. As a result of random selection, the same person may win several times with different numbers.

Persons and Numbers Without the Right to Participate (Both Segments)

The following categories may not, under any circumstances, participate in the Lottery. This applies regardless of the channel through which joining takes place:

Numbers activated for internet-only use (data-only numbers). Corporate numbers issued to employees of legal entities. Numbers issued to legal entities with a fixed (unchangeable) tariff plan Managerial numbers (of various levels) of legal entities. Numbers issued to the Organizer's own employees and outsourced contractor employees, as well as numbers of their close family members. Numbers issued to the Organizer's dealers and partners. Subscribers of the family tariff, dealer tariff, preferential social (BES) tariff, tourist tariff,  Əsgərcell (military) tariff, and other tariff plans additionally determined and declared closed to participation by the Organizer. Subscribers with high-privilege (VIP) status. Numbers included in the participants' blacklist. People who have not reached the age of 18.

A Subscriber without the right to participate cannot obtain a participation chance on any basis, and their information is not transferred to the awarding process. Even if such a person accidentally obtains a chance, the Organizer has the right to consider such chance invalid and exclude the person from the Lottery.

Joining Procedure

The joining date does not shorten the billing period (in the Postpaid segment). For a Subscriber who joins during an already established billing period in the Postpaid segment, the entire period is calculated from its first day — including spending, balance top-up, and chance-package transactions made before joining.

Effect of Communication Line Status on Participation

The status of a number's communication line determines whether initial joining is permitted and whether new participation chances are calculated:

Status Explanation New joining Effect on existing chances
Active Line is active Yes, if other conditions are met Participation continues without interruption
In debt Invoice unpaid, line still functioning (grace period not expired) No, debt must first be settled Does not affect chances from other paid periods
Suspension due to credit limit Unilateral restriction due to exceeding credit limit No Existing chances retained and participate; no new chances calculated during suspension
Suspension for control reasons Suspension based on internal control decision No Existing chances retained; no new chances calculated during suspension
Unilateral termination Due to non-payment during the grace period No If the invoice is paid in full before the Lottery payment deadline, chances for that period are calculated
Bilateral termination Due to continued non-payment, contract remains in force No No chances calculated for periods not meeting the payment condition
Administrative termination By order of the Organizer No No new chances calculated during suspension
Termination at the Subscriber's request Based on the Subscriber's own request No No new chances calculated during suspension
Deactivation Irreversible deactivation of the line No All chances are cancelled; do not participate in any draw (including the Mega Draw)

In the suspension cases above, existing (already formed) chances are not cancelled and continue to participate in subsequent draws, but no new chances are formed during the suspension period. Only the Deactivation status results in the cancellation of all chances.

Calculation Procedure

Formation of Participation Chances for the Prepaid Segment

Balance top-up

Each transaction is calculated separately — several balance top-up transactions made on the same day are not aggregated and then evaluated. For example, two separate transactions of AZN 4 and AZN 4 do not create a chance since neither reaches the AZN 5 threshold, whereas of two transactions of AZN 4 and AZN 6, only the AZN 6 transaction creates a chance.

Rounding rule: a fractional part of 0.00–0.89 is rounded down, and 0.90–0.99 is rounded up. For example, AZN 4.90 is rounded to AZN 5 and creates 5 chances, while AZN 6.90 is rounded to AZN 7 and creates 7 chances.

1 chance is calculated for every rounded AZN 1; no additional multiplication factor is applied. Voucher top-ups are also considered a balance top-up.

Money transfer transactions (transfers of funds between subscribers via Paycell) and SimCredit transactions do not create a chance for either the sending or the receiving party.

Spending

Total daily spending on in-scope services creates a chance. Note: all eligible expenses made during a single day (including any number of small transactions) are aggregated into one daily amount. For example, if during a day you make a product purchase of AZN 0.30 and incur a call charge of AZN 0.70, these two amounts are added together to total AZN 1, earning you the corresponding chance.

Rounding follows the same rule as for balance top-up (0.00–0.89 down, 0.90–0.99 up).

Multiplication factor table:

Rounded daily spending

Factor

AZN 0

No chance calculated

AZN 1–5

1x

AZN 6 and above

2x

Example: daily spending of AZN 5.90 is rounded to AZN 6 and, with the 2x factor, creates 12 chances.

The following transactions are not included in the spending calculation and do not create a chance: Paycell transactions, SIM card replacement, number reactivation, transfer of number ownership (person-to-person), SimCredit and other credit services, various donation funds (Yashat Fund, Garabagh Revival Fund, Nargiz Fund, etc.), Asan Imza, Wingz scooter, AzParking, and the cost of the chance packages themselves.

Weekly tasks

The Organizer may declare certain products (for example, a specific data package or other service) as a "Weekly Task" for each week. This applies only to the Prepaid segment; it does not apply to the Postpaid segment.

When a product is declared an active Weekly Task for that week, its value is calculated using a 5 (five)-times multiplication factor instead of the standard spending factor. In weeks when the same product is not declared an active Weekly Task, the standard spending rule (Article 6.3) applies.

A single Weekly Task may be completed several times during that week, in all cases where repeat purchase of the product is possible and may earn a separate chance for each instance.

Formation of Participation Chances for the Postpaid Segment

Chances for the Postpaid segment are added to the account if the invoice debt is paid in full within 21 days from the date the Subscriber's invoice is issued. Otherwise, chances are not calculated, and the Subscriber cannot participate in the draw.

Balance top-up

A balance top-up transaction is calculated separately from spending. Each transaction, regardless of which debt, current invoice, or balance the paid funds are subsequently used for, is attributed to the billing period corresponding to the date the transaction was carried out.

Transactions are aggregated and then rounded. If the rounded amount is less than AZN 5, no chance is calculated; if it is AZN 5 or more, 1 chance is calculated for each AZN 1. No additional multiplication factor is applied.

A balance top-up transaction converts into a chance only after the period to which it belongs has fulfilled its own payment condition. A single payment may both settle a debt from a previous period and separately serve as a source of balance top-up for the period to which it belongs — these two roles are independent of one another.

The subsequent use of an existing balance (advance) does not create a new balance top-up transaction.

Spending

Eligible spending is calculated separately for each defined billing period. Before being included in the calculation, amounts for exception services are deducted. The final eligible spending can never be less than zero.

Rounding rule: a fractional part of 0.00–0.89 is rounded down, and 0.90–0.99 is rounded up.

Multiplication factor table for chances arising from invoice debt:

Eligible spending

Factor

AZN 0.90–4.89

1x

AZN 4.90–19.89

2x

AZN 19.90–49.89

3x

AZN 49.90 and above

5x

Example: spending of AZN 6.90 is rounded to AZN 7, the 2x factor is applied, resulting in 14 chances.

Minute packages

Both Prepaid and Postpaid line subscribers can obtain the following minute packages to earn a chance in accordance with the lottery terms and to benefit more conveniently from telecommunications services:

Package name Price (AZN) On-net minutes included in the package Package usage period (calendar days) Lottery participation chances earned within the package
Chance Package 3 1 10 1 3
Chance Package 10 3 30 3 10
Chance Package 25 5 50 5 25
Chance Package 60 10 100 7 60
Chance Package 150 20 200 7 150
Chance Package 250 30 400 10 250
Chance Package 500 50 1000 15 500
Chance Package 1200 100 2000 20 1200

A chance package is a package that includes on-net minutes and a fixed number of chances, and its value is not included in the spending calculation. To obtain a chance package, you can send INFO to the short number 2425 to receive all package codes, then send the code of the desired package to short number 2425 to obtain the package. Alternatively, you can activate a package via USSD code or directly through the Lottery section of the Azercell application.

The package's validity period begins from the hour of purchase and ends at 23:59 on the last day. Chances earned from a package are calculated and participate in the relevant draws regardless of the package's validity period.

The same package may be purchased again, or different packages purchased simultaneously; upon repeat purchase, the minutes and earned chances of the package accumulate.

Refunds (restoration) are not applied for chance packages.

Chances calculated for the Postpaid segment based on chance packages are only added to the account if the invoice is paid on time.

Obtaining the Prize through Another Person (Power of Attorney)

If a winning mobile number is registered not in the winner's own name but in the name of another person, the prize is given only to the official owner of the number. If the winner is unable to personally come to the Organizer's service center to obtain the prize, they may grant a notarized power of attorney to a person they trust; that person may collect the prize using a copy of the winner's identity document and their own identity document.

Documents required for Power of Attorney: a notarized power of attorney, a copy of the identity document of the person granting the power of attorney (the winner), and the identity document of the person who will collect the prize.

If it is not possible to contact the official owner of the number, Customer Service should be contacted so that steps appropriate to the specific situation may be determined.

Circumstances Leading to Termination of Participation

After joining, the Subscriber's existing participation is terminated when any of the following occur:

Circumstance Result
Change of number ownership Participation is terminated; the new owner must submit a separate joining request; existing chances do not transfer to the new owner and are cancelled.
Porting number to another operator (MNP) Participation is terminated; chances are cancelled. After the number returns to the network, rejoining is required.
Transition from Prepaid to Postpaid (or vice versa) Participation under the previous segment is terminated; rejoining under the new segment is required; chances do not transfer to the new segment and are not recalculated.
Transition to special privileged (VIP) status Participation is terminated immediately; chances are marked with exception status and do not participate in future draws, including the Mega Draw.
Inclusion in the blacklist The Subscriber is no longer entitled to further participation; existing chances do not participate in the draw. Removal from the list does not restore previous chances.
Termination of contract / number deactivation Participation is terminated; chances are excluded from current and future draws.
Transition to a tariff closed to participation Participation is suspended for the duration of the Subscriber being on that tariff; chances are deleted, and rejoining is required after returning to an eligible tariff.

Chances that have already participated in a draw (whether resulting in a win or not) remain as historical results and are not retroactively changed.

Change of Billing Period, Refunds, and Adjustments

Change of billing period (Postpaid)

A change to the billing period does not cancel chances already earned. Existing chances remain valid and are not reset or recalculated solely due to the change of period. The transition period is processed based on its actual invoice date and payment terms.

Refunds

Refunds (restoration) are not applied to balance top-up, spending, and chance package transactions made during the Lottery period. Amounts spent on any transaction during the Lottery period are not refunded.
