Azercell “CyberCell Hackathon” Competition Rules

1. General Provisions

 

1.1. These rules govern the terms and conditions of the “CyberCell Hackathon” competition (hereinafter referred to as the “Competition”) organized by Azercell Telekom LLC.

1.2. The Competition shall be held within the territory of the Republic of Azerbaijan, at Baku Engineering University, as a joint collaboration between Baku Engineering University and Azercell Telekom LLC

 

  1. Organizers

 

2.1. The organizers of the Competition are Azercell Telekom LLC and Baku Engineering University (hereinafter referred to as the “Organizers”).

  1. Duration of the Competition

 

3.1. The Competition shall take place over a period of two (2) days, covering 18 October 2025 to 19 October 2025.

3.2. The closing ceremony for determining the winning teams shall be held on 27 October 2025.

 

  1. Eligibility and Participants

 

4.1. Participation in the Competition is open exclusively to individuals who are at least 18 years of age, possess full legal capacity, permanently reside within the territory of the Republic of Azerbaijan, and are students of Baku Engineering University, provided that they participate as a team.

 

  1. Competition Terms and Procedures

 

5.1. Each participating team must consist of three (3) members.

5.2. Teams must complete the registration process through the registration form provided by Baku Engineering University.

5.3. Upon completion of the registration period, all teams shall be evaluated by cybersecurity specialists. Based on the ‘5 Evaluation Criteria’, the knowledge and skills of each team member shall first be assessed individually, and an overall score shall then be determined using a 5-point scale.

5.4. Selected teams shall work on Red Team (attack) and Blue Team (defense) scenarios to identify cybersecurity vulnerabilities and develop innovative solutions for threat detection, incident response, and prevention. Teams shall also present solutions using artificial intelligence tools for anomaly detection, log analysis, and threat prediction.

5.5. Projects developed during the two-day Competition shall be subject to technical evaluation by cybersecurity experts, constituting 60% of the total score. Business evaluation, constituting 40% of the total score, shall be conducted by the judging panel during the closing ceremony, based on team presentations. The combined results of both evaluations shall determine the final score, following which the winning teams shall be announced.

 

  1. Award

 

6.1. Upon completion of the business evaluation during the closing ceremony, three (3) winning teams shall be determined and announced.

6.2. The team awarded first place shall receive 4000 (four thousand) AZN, the team awarded second place shall receive 3000 (three thousand) AZN, and the team awarded third place shall receive 2000 (two thousand) AZN.

6.3. The prize shall be transferred to the bank account of the team leader of each winning team.

6.4. Winners must provide the Organizer with their personal details—including full name, father’s name, phone number, email address, and ID card information—in the manner prescribed by the Organizer. Winners must present the original ID document upon receiving the prize.

6.5. The Organizer reserves the right to refuse issuing the prize if the information submitted by a participant is incorrect, if the participant cannot be contacted using the provided information, or if irreconcilable discrepancies arise between the winner’s personal information and their bank account details, and the Organizer bears no liability for such refusal.

6.6. If a winner declines the prize or if the Organizer exercises its right to refuse awarding the prize, the prize may, at the discretion of the judging panel, be awarded to another participant team or may remain unawarded.

6.7. The prize awarded to a winning team shall be transferred solely to the team leader’s bank account. The team leader shall be solely responsible for the internal distribution of the prize among the team members. The Organizer bears no responsibility for disputes or arrangements relating to internal prize distribution. By participating in the Competition, all participants are deemed to have accepted this condition.

     7. Miscellaneous Provisions

 

7.1. Information regarding the Competition rules shall be communicated through the Organizer’s official Instagram page and online platforms.

7.2. By participating in the Competition, participants acknowledge and agree that:

7.2.1. The determination of winning teams by the judging panel shall be final and made in accordance with this Agreement;

7.2.2. Should any participant infringe upon the rights of a third party during the Competition, any claims raised against the Organizer shall be resolved independently and solely by the participant at their own cost;

7.2.3. Information relating to participants, including materials submitted within the scope of the Competition, may be freely published and disseminated by the Organizer on its information resources and various media platforms;

7.3. The Organizer reserves the right to disqualify any participant who engages in dishonest or unethical conduct for the purpose of obtaining an unfair advantage.

7.4. Any breach of these Rules by a participant grants the Organizer the right to refuse awarding the prize.

7.5. The Organizer reserves the right to amend these Rules. Any amendments shall be communicated via the Organizer’s official Instagram page and online platforms.
